You need three linear measures (length, breadth and height) to calculate a volume.
Linear inches just means "add all the dimensions together." So if your luggage is 40" wide, 40" tall, and 40" across it would be 120 linear inches. An improbable suitcase measuring 113" in length, 1" in height and depth would be 115" linear inches (but very unwieldy).
