In general, you don't.

Having pipe manufactured to your specs is extremely expensive. It is cheaper to use a commodity pipe product, rather than a custom one, as it reduces both the initial cost of a project, and the ongoing maintenance costs of the project, even if the pipe specified far exceeds the design requirements.

You look up the tensile strength for commodity pipe projects in the appropriate ASTM specification, or in the product literature distributed by the manufacturer.
