If he said he would and has no number he was either just saying that or was going to try and get it somehow on his own or he even may have hoped you would have given it to him at that point.
You take out the number HE has given you and you pick up the phone and dial it. Next thing you know he has answered and you are asking him out. But, usually the guy calls you so you wont have to go...
