No, Don't Worry we all want it to be that easy for Feebas (Feebas and Milotic are the only ones I need to complete my Hoenn Pokedex on Pokemon Emerald...).
You just have to be patient and keep fishing. Or you could use an action replay, but don't, it just makes the game boring.
Fish on every water tile three times with an old rod. You use the grid search. (first tile fish 3 times go to the next tile, fish three times, and so on.) Or if you meant throwing POKe BALLS, the easiest would be MASTER BALL, next is the NET BALL. But it is really easy to catch.
To catch a Feebas on Sapphire, I went to the river West of Fortree city, and, as above, fished in each grid in the river three times. If Feebas didn't appear, it wasn't a "lucky square", so move on. If it appears in a grid-square, then that will generate almost only Feebas', so fish it a LOT! I caught eight before leaving.
If you have Pokemon Heart Gold or Soul Silver as well as the Pokewalker, you can sometimes find Feebas in the Quiet Cave route. Of course, unlocking the route requires 100,000 watts (2 million total steps) to unlock, so you'll still need some patience.

Actually you can find Feebas in any water on route 119, Just surf in the water, or pull out your fishng rod, either way your going to find Feebas there.

Then buy 2 things; A gameboy and a Pokemon sapphire/ruby/emerald game. Get the badges until you have the ability to surf, and the HM. Teach one of your pokemon it ( This is not nesaccary)
Now use your rod and you may find a lot of other pokemon, but after a while you will find a feebas.

1) To answer on your first question, Feebas can be caught on route 119. He is very rare and to catch him, use the Old Rod. Use your Old Rod several times on the same spot (and change your spot after having tried the same spot) and when you finally have caught a Feebas, stay phishing on the same spot and you will catch some more Feebas. (catch a male and female to avoid this misery the next time. You can then breed some).

(To catch a feebas you must have a good rod) Go to Celestic Town then go inside the Mt. Cornet located there and go the direction that goes to Snowpoint City and when you see a foggy place use defog and get in a corner of the lake and use your good rod to catch a feebas. Also hope you have a feebas cause they only appear at a matter of time.
Feebas is "ultra rare", and can be found on Route 119. "Random Six Tiles which is Randomly Changed whenever Trendy Phrase changes" according to Serebii.net. Experienced Feebas-catchers may update this :)

Go to fortree city where the river is, use super rod and fish. But feebas only appears at six random fishing spots and it changes everyday.
trade it from ruby or sapphire
Not including the legendaries and special pokemon ( ones that you can only catch once ) feebas is the hardest and rarest pokemon to catch
What you need to do is grab a super rod. It is rare to catch so go out deep.

the rarest Pokemon in Ruby Sapphire and Emerald is Feebas
I haven't catch these Pokemon yet: - Nosepass - Feebas - Chimecho They all rare, so of you ask what is the rarest Pokemon, I can't answer it. But if you ask what is the rare Pokemon, my answer is above
the only way to evolve it is to have the feebas at a high BEAUTY status for Pokemon contests. and the best way to do this is to have a feebas with a MODEST nature.

Actually, it's impossible to catch Milotic in any Pokemon Game. But, it's possible to catch its pre-evolution, Feebas. To catch Feebas in Pokemon Emerald, there is a complicated way. But, I know that you can catch Feebas in Route 119. Hope I helped :)
