How do you catch Jirachi on Pokemon Sapphire?

Although I have not done it yet, I have witnessed one of my close friends do this. First, get 200 entries into your Pokedex*. Then, go to the Space Center and if there have been at least 100 successful launches, then there will be someone asking if you would like to go to space. There, you may catch Jirachi, who will be level 5.



*(I'm not quite sure it's 200, because my friend's friend had actually hacked the game so that he'd have a full pokedex)
