Across all the versions of Pokemon, catching Pokemon in the Safari Zone is relatively the same. You have three options - one to lure the Pokemon (bait or a Pokeblock), one to make the Pokemon easdier to capture but repel it (a rock, mud, or walking closer) or to throw a Safari Ball. The last option is to run away, but assuming you want to capture a Pokemon, it is not the best choice.

Each Pokemon has a different encounter rate, meaning that the likeliness of seeing a particular Pokemon will differ between versions, generations and Pokemon themselves. Each species of Pokemon also has a different catch rate. This means that the same methods used to successfully capture a Nidoran will not necessarily work on a Chansey.

Catching a Pokemon in the Safari Zone is therefore up to chance. Constantly throwing bait to lure the Pokemon into staying will lower your chances of successfully capturing the Pokemon. Conversely, throwing rocks or mud which make capture easier will be more likely to drive the Pokemon away. Many Pokemon on a lower level will be easy to capture if you simply throw a Safari Ball. However, rarer Pokemon will require a combination of baiting and throwing rocks or mud to make a successful capture.

There is no definite way to capture a Safari Pokemon. You simply have to use a combination of the items given to you and cannot use your party Pokemon to help you. Patience and practice will eventually get you the Pokemon you wish.
