you cant without a cheat device. or an event but if you download VBA and Pokemon emerald 386 ROM, you can catch any Pokemon you want without cheating. for legal reasons im not going to post the links but i know that it is 100% guaranteeed that you can catch every legendary in 386. this is my team: Typhlosion Lv65, Meganium Lv 60, Aggron Lv70, Hitmonlee Lv 62, Ampharos Lv 58, Lugia/Ho-Oh(i like to alternate) Lv89/77
