After seeing them in the place in Ectureak they will run into the wild and if you look on your map they will be on your map and if you Fly to where they are they will go to a different place so you have to run or walk to them then maybe if they are still on the map where you are go to the nearest patch of grass they will be there probaly at level 40 but you don't find suicune in the wild or on your map you find him in the kanto region next to bills house after seeing him all the time sucune will be up on that hill.
