The Ford E350 Econoline series vans and motorhome chassis fuel pump systems are actually found in three separate systems. A visual survey will tell you which system you have.
1) The conventional manual high pressure fuel pump mounted on the engine block and operated by the crankshaft motion;
2) A high pressure frame mounted electric fuel pump; and
3) An in-tank mounted low pressure fuel pump with a fuel pump relay installed in the system and located under the hood on the driver's side near the radiator overflow tank. It will be blue or brown in color.
1) Change the manual fuel pump and replace fuel filter and check fuel lines.
2) Change the frame mounted fuel pump, replace fuel filter and check fuel lines.
3) This one is a little more complicated. The gasoline tank will have to be lowered to get to the in-tank fuel pump. Selecting a new fuel pump involves knowing what gallon capacity the fuel tank is, such as 19 gallon or 40 gallon. Replace the fuel pump relay under the hood, low cost item. If that doesn't do it check the wire for breaks. Or, run power directly to the fuel pump to ensure it is working properly. If it is working start troubleshoot why electrical current is not getting from the Ignition switch in the cab to the fuel pump relay and back to the in-tank fuel pump. Good luck!

You need to be more clear as to which "fuel pump" your wanting to know about. The Fuel Injection Pump, or the Fuel Lift Pump ??!!??!!
how do you change a fuel pump on a 1999 ford explorer
On my 1989 E350 motorhome, I had a weak fuel pump near the fuel filter. I replaced that and the problem went away. The pump in the tank was fine.

Your fuel pump would be located in the gas tank. It is mounted on the pick-up tube/sending unit assembly.
