Before you disconnect the fuel filter you MUST de-pressurize your fuel lines, you can do this by taking off the cap on the fuel rail and depress the valve slowly, then you can remove the filter....
The fuel filter is in the fuel tank and it's part of an assembly which includes the fuel pump, fuel filter and fuel gauge sending unit. Easy access is under the back seat.
It is inside the tank. Remove the back seat, take out the black round cap & you will see the fuel pump and the level arm, you need to desassemble it.

Follow the fuel rail down the flex hose and it should be on the fire wall. It is easier to get to if you take the left front tire and stone shield off and go in through the hole.
Usually not, unless it is clogged. The fuel fiter on most Dodge Dakotas is integrated into the fuel pump module inside the fuel tank. You cannot change just the filter, you must replace the fuel pump...
