Your Galaxy tablet is probably whistling when you get a new notification. You can change the notification sounds to no sound in your settings.
While on the home screen, touch the menu button to open the menu. Choose "settings." Then choose "Sound and Display." This is where you change your notification sounds.
If you are using Windows, go to start / settings / control panel. Click the sound icon. Click the sound tab and change the "New Mail Notification."

I need a bit more specifics on what you mean by "ring". Is is a ringtone? A notification sound? A sound made when you first power up the Samsung Galaxy device? If you can edit the answer for more specifics, I or another contributor can attempt to answer your question appropriately.
From the home screen click the menu button(the one with 4 squares). Click on Settings Click on Sound. Click on Notification ringtone and change it. The text alert uses the notification ringtone. To have a different volume for notification, uncheck the - Use incoming call volume for notification- check box and move the slider bar.
To change the notification ringtone on the Telstra Active Touch one must locate the messages button. Once in the messages, go to the menu, and then to select ringtone. There one will be able to change the ringtone to a different sound, or off completely.
You might need to check your settings and see if you may have turned off notification sounds. There's also the possibility that an app is disabling your notification sound.
Click the square, then the tool key (top right), then turn notification sounds 'on'
Go to "SETTINGS" then hit "SOUND" and then hit "NOTIFICATION RINGTONE" and chose your text messaging tone.
They are just alternatives to the standard notification sound. A bit disappointing really. I was hoping it would send sound effects.
