You need to pull out the entire light from the out side it pulls out hard (has clips holding it in) found out the hard way. after unscrewing a few screws. On Certain models make sure to move to either the left or right (depending on what light) a little first

The brake light is on because there is a problem with the brake system. Until the problem is fixed the light will remain on. Once the problem is corrected the light will reset itself.
Do you mean the " BRAKE " light ? - when the brake fluid level is low in the brake master cylinder in the engine compartment , the " BRAKE " light will come on just like it does when the parking brake is engaged
