If you're like me the gods did not bless you will small hands. So the best answer is to remove the headlight. Once you pop the hood, the headlight housing is held by two top bolts. Once they are removed you can slide the whole headlight out with ease. Turn the light counter clockwise and pop out the bulb. Change what you need too but do not touch the bulb itself with your hands. They are under great pressure and can explode with the touch of your hand. Something about the grease etc. Once you have the new bulb in place slide the whole headlamp back into place. Their is a mechanical guide that the lamp must slide into. You will see this. fasten the two bolts back on and away you go. No headlamp adjustments needed.
added: if your going to change your headlamp you might as well change them all. Change the high and low beams and while you have the headlamp case out you might as well reach down and change the marker light. I find that once one goes of natural causes the others are not far behind.

Remove the wiring harness from the back of your 1999 Chevy Astro headlamp. Remove the headlamp retaining bolts. The headlamp will come out. Reverse the process to install the new headlamp.
