The easiest way is to listen, when you turn you key far enough to see you dash light up, you should hear a 'click' from under the dash next to your left leg. If you don't get the click then the car simply won't start.

in order to check the main relay you must have a multi-meter. then you will have to pull the main relay and check it to see if there is any power going threw it. if yes then its something else if no its like a $10 fix.
there is no reset for the fuel system, check your main power relay there were many faulty ones for that year that cuts out the fuel pump especially in hot weather.

fuel pump relay and main relay are the same, it is located under the dash, drivers side kick panel near the fuse block, if it is original it will be gray in color and "main relay" will be printed on it.
main fuel relay is under the dash (drivers side) it has a large plug going to it.
