you don't. the can is manufactured, tested, and sold with the thermal cutout. it has been listed by a testing laboratory (usually ul) for the purpose for which it is advertised. if you mess with anything that came as part of the tested configuration you are voiding the testing organizations label and the electrical inspector's inspected installation (he only allows listed components) and you would then have an installation that doesn't meet the national electric code, which means the fire marshall isn't happy and your building's insurance company isn't happy. if the thermal cutout is malfunctioning, you replace the can.
