Vinegar is acidic and will attack limescale. White vinegar is therefore useful to descale a kettle in hard water areas in preference to expensive chemicals. It is also less harmful should you drink any and has a strong taste so you can tell it has been washed out. It will react more vigorously when hot so be careful when boiling the kettle with too strong a solution in it.
Similarly for dishwashers use neat on scaled areas but rinse well and do not leave on for too long without testing a small area first. When reaction with limescale takes place gas is produced so don't heat up in sealed containers.

Yes, I do it all the time. I usually throw in a tablet and a cup full of vinegar in my dishwasher. I find it boosts the cleaning power of the detergent and I get much cleaner dishes as a result. I also use it as my rinse aid. With this combination, I find that I don't have to run empty cleaning cycles as I almost never get any buildup from the detergent/dirty dishes. The vinegar not only helps clean the dishes, but it also keeps your dishwasher clean.
My suggestion is to have it dry cleaned instead. Soak it in a mixture white vinegar and water to set the color. Then, place in a plastic hat form and put it on the top shelf of the dishwasher. Use dishwasher soap, not laundry soap. Your hat should come out clean.
