Pressure washing may remove some of the paint but depending on the age it may damage the brick also. Soda blasting is a very effective way to remove all of the paint and inexpensive version can be purchased at stores like Harbor Freight. Lastly, you might consider hiring someone who has a portable vapor blasting rig. These are also very effective at removing paint - from virtually anything.

Maybe try paint thinner I am not positive. But, you can still try it.

Or if that does not work you can always try to use dry ice blasting..

This is often compared to sandblasting, but it's very different.

I have good luck with using a pressure washer for things like this. Just be careful around the grout so that you dont remove it also. Good luck.
