I find that you can pick crud out of the male side of velcro with a pin- sort of rake through it and pull out the fuzz as it comes up off the surface. Female velcro (the softer side) can't really be cleaned and doesn't tend to pick up stuff. If you find that the female side no longer sticks to good clean male velcro, the female probably needs to be replaced.
I would use a File card, (used to clean files) you can find them in hardware stores.
The hook and loop on a hat is the velcro at the back, where it does up, the loop is the soft furry side of the velcro and the hook is the hard, scratchy side!
The loop side of Velcro is smooth and soft. The hook side of Velcro is rough and scratchy. The hooks catch on the loops to stick them together.
The two sides of velcro are the hook and the loop, also sometimes called the male and female sides of velcro. The hook is the scratchy, male side. The loop is the soft, female side. I'm not an expert in french, but I believe the word vel-cro comes from the words for loop and hook, in french.
The word 'velcro' comes form the two French words "velours" or 'velvet' and "crochet", or 'hook'. Thus the side that hooks is the one that is rough rather than velvet to the touch.
