The only thing I can think of that might help would be a good scrubbing with alcohol or vinegar as both these do remove hard water stains. It may take several times and some elbow grease to get it off. After removing the hard water spotting, try protecting the area with paste wax or rain-x which can be found in the automotive department in department stores. You will have to reapply every month or so as it does wear off.
I've done the same for my bottled water grill as I used only spring water which contains lots of minerals. For lack of rain-x or paste wax, I used future floor wax instead. This method also worked except that eventually it started to peeling off rather than wearing off. The peeling didn't bother me so much as the yellowing that future gets after a while. I'd then re scrub and reapply... yeah yeah, I should have gone out and gotten the proper stuff but I was trying to use up my useless "Future" since I had no wax floors by that point LOL!

Method to Use:
1.Fill a clean spray bottle with pure vinegar
2.Spray the vinegar freely over the water dispenser and wait for a few minutes

Sometimes stains are extra stubborn - for this make a paste of white vinegar and baking soda and scrub gently with a soft brush or sponge. Never use an abrasive cleaner like scouring pads, powders or steel wool as this will scratch the surface.
Mineral spirits can be used to remove a polyurethane spill on your stainless steel refrigerator. Simply dampen an old rag with some mineral spirits and rub the affected area. Wipe away any residue with a clean, damp cloth.
Never use ammonia on hardwood floors. Use diluted vinegar or to remove wax buildup apply mineral spirits with a cloth.
Rivers and lakes. Its clean in most cases but its healthier to drink our of a filtered cup or bottle. I personally enjoy the taste of filtered water anyway. In many cases you can git a filtered water dispenser in your refrigerator.
To fix your soap dispenser you have to take top off and set aside. Check to make sure there is plenty of soap inside. Check the tube that is connected to the pump lever to see if there are any hard particles or buildup. Place the small pipe cleaner inside the tube and run it in both a circular motion and up and down several times within the tube to help clean it out. Also take the pipe cleaner into the pump dispenser hole to be sure it is also clear of any debris. Then Replace the soap dispenser pump into the dispenser container, being sure that the soap container is filled with soap
