Hmmm, acne is a common skin problem among teenagers and even adults, but it can be treated. Id advise you all to try Retin-A gel, which is a prescription medication it has helped my acne and its not expensive. DO NOT Scrub your acne, that's a major mistake. Scrubbing your skin will only irritate it further. You just need to use a mild cleanser at night and in the mornings then apply SPF moisturiser. drinking water does improve skin, acne is caused mostly because of hormone levels which can be controlled either by antibiotics or the pill, see your GP for advice on treatment for your skin. Don't use a lot of products this will only cause redness and inflammation.
Good luck xx
