OH! Stuck at the stairs with the ghost? You need the Silph Scope to get past that. To get it, you'll have to go through the Team rocket base in Saffron. I'm pretty sure it was an item in that puzzle of those panels that move you... or somebody just randomly gives it to you~ At the end of the base, Giovanni gives you the Master Ball. Also, the ghost is a Marrowak, BUT you can't catch it, so don't try- it'll just always hit the ball back at you (I tried).
