As a prerequisite you need to have set up Group Policy and an Active Directory structure, you also need to have installed the GPMC. Open GPMC and right click policy to edit

This should bring up "Group Policy Editor"

Expand "User Configuration"

Expand "Windows Settings"

Expand "internet Explorer Maintainace"

Select "Connection"

Double click "Proxy Settings"

You can buy windows ISA Server (firewall and Proxy server) OR you can search for one of the many free proxy servers such as squid (don't know if there is a windows version of this particular free proxy but it runs fantastc in Linux with 2000 users on an old 486 :))
