There are 1000 meters in a kilometer(1000 m) / (1 km). There are 3600 seconds in an hour, so (1 hr) / (3600 s). you can just multiply (1 km / hr)*[(1000 m) / (1 km)]*[(1 hr) / (3600 s)] to get 0.28...
1 km = 1000 meters, 1 hour = 3600 seconds. So 1 km/hr = 1000/3600 = 0.278 m/sec. 100 km/hr = 27.8 m/sec

You cannot, the units are incompatible. However a force of x kilojoules of energy will impart an acceleration on a mass of x km per sec.
