With a single phase motor driving a 3 phase generator. It is possible to do it electronically, but that would more expensive and the more the power requirement is, the more expensive it would be.

A single phase supply has two wires, a 3-phase supply has four wires, although high-voltage 3-phase distribution can be done with three wires.

If the voltage is quoted as 220 v it is most likely to be a single-phase supply.

Three phase is not converted to single phase. On a 240 volt three phase service 240 single phase can be taken from it. Any two legs from a three phase service is classed as single phase. L1 - L2 = 240 volts. The same is true with L2 - L3 = 240 volts and L3 - L1 = 240 volts.

Three phase is typically only in commercial applications and used with industrial grade devices such as large motors. The outlets you find in a house will be single phase 120 or 240 volts.
