Decimal to fraction: a trick to remember is that if you the decimal point one place to the right, then you need to put 10 (one zero) in the denominator. If you move the decimal point three places to the right, then you need to put 1000 (three zeroes) in the denominator. (not right)

Fraction to percents: Recall that 100% = 1. What I do here is to multiply 489/100 by 100%: (489/100) = (489/100) * 100% = 489%. Note that the media sometimes exaggerates the effect by saying the company earnings increases by 400%, which is just saying the earnings has increases four times. (not right)

(b) 4.89125
= 489125/100000
= 3913/800 <-- simplified fraction
= 4.89125 * 100%
= 489.125% <-- convert to percents

(c) 4890
= 4890/1 <-- the simplest fraction
= 4890 * 100%
= 489000% <-- answer in percents
