It's Easy and Expensive But Free Options Avail
The quick answer is to use Adobe Acrobat. The latest version can be found on Adobe's website (http://www.adobe.com/) with links to try it out for 30 days. After that time you are expected to pay anywhere from $200 to $600 for the complete version of the program, which I must say is an extremely powerful tool for compiling documents from multiple sources. You can even record signatures for released documents, and password-protect your files from future modifications without your permission.
At the same time, you can create simple PDF files for free using open-source and shareware programs such as PDF 995 (http://www.pdf995.com/), as well as a host of other options you can find easily by searching for "free PDF creator". I have personally used PDF995 for over 5 years and it works like a charm.
A new program I just heard about is Cute PDF (http://www.cutepdf.com/), which does a lot for free, and offers even more options for $50.
