Years ago I had a bottle cutter. They still sell them. They'll cut several different diameters. I suggest looking in a craft store. Save yourself a headache and buy the real thing. They are not to expensive and work well. I actually seen one offered on ebay.
The best way is to smooth with a diamond hone in a lathe, you can also hone by hand, you can also use emery cloth, usually 220 grit until rounded then go to a finer grits like 320 & 400 grit. Good-Luck.
to cut a glass tube you just need to rotate the glass against a glass cutter until the etch the cutter make meets the starting point. Then you tap gently against the inside of the tube along the etch the cutter made. In the late 70's and early 80's there were bottle cutters that did this so you could turn a normal glass bottle into a drinking glass.
