There is a blogger who talked to his high school teachers on this exact subject. They came up with an excellent game plan for taking care of this exact issue. See the link below.
Basically he suggests that teachers become more proactive about the issue. If you see bullying in the hallways or in your class, immediately say something about it. If it is a larger issue school wide, call a conference to order to discuss an action plan.
You should also take a look at the "it gets better" series (linked below) and be comforted knowing that life will get better after Jr. high and high school.
