While working for South West Marine & Shipyard prior to painting bilges we needle gunned/hammer chiseled any and all undesirable deposits free of the surface. A citric acid wash would be administered to cleanse it all away.I am led to believe that the acidity not only cleans but nullifies any such deposit from recurring. Any attempt to inhibit a natural process is not entirely avoidable. Its a, "natural process" and more so than not, "common sense" nowadays is not so common.
