It is mostly used in a diplomatic situation where one country declares a person, or mission 'unwanted, or unwelcome' for its own reasons. (spying, for example) This is enforcable under the Geneva convention. In non-diplomatic usage it refers to a person who has been effectively banished from society so as to be more or less non-existant. (a serial criminal etc.)
