how do you decode a 9 digit VIN number for a Hyundai
The way to decode a Honda motorcycle VIN is by the numbers and letters in the VIN. The first number is where the bike was made. The second is a letter usually an H and stands for Honda, the third denotes the type of vehicle. The fourth through eighth identify the engine type. This information can be found by going to Motorverse and inputting the VIN number of the bike in question.

You can use community services like http://www.etk.cc to decode VIN.
That's most likely the frame serial # not the VIN #. While in some cases they are the same, the format was AAAN-NNNNNNN where A is a letter and N is a number.
You have to decode it. I added a link in the related link section to show you how to decode the vin.

You will have to take it to a factory dealer and have them run it for you. There is no info on decoding a 9 digit, only the 17 digit vin number's (1983 or later).
