Doctrine, in a religious sense, is defined as a body of teachings or instructions. In most, if not all, religions, teachings and instructions include information that come from leaders of that religion, handed down verbally or in written form. In that sense, doctrine can change, and the leaders (such as the Pope for Roman Catholicism) would declare doctrine.

It's not for the true-believers to distinguish between what is true doctrine or not. The Fathers of the Church selected thousands of years ago what is to be the Doctrine in Christianity.
If I may borrow a quote; "It's not for us to ask why; It's for us to do and die."
If the believers accepted the Bible is true, then there's no more reason to think.
In other words; "Thou shalt not think."

On your; Does doctrine change? Answer: Yes. The Catholic no longer accept that the account of Creation in Genesis is Literal. some Catholic denominations don't accept that the "Noah's Deluge" is historical.
On your; Who can declare doctrine? Anybody can declare a new doctrine. It's up to the would-be-followers to accept or not accept this doctrine.

The first posted answer is mostly correct. For example, Martin Luther decided that he did not agree with Jesus and changed 1500 years of Christianity. Since then, there have been thousands of people whom disagree with Luther and then with who disagreed with him so that today, we have thousands of "Christian" denominations.
However, the comment on the Pope changing doctrine is incorrect. The Pope is considered infallible when teaching from the throne of Peter, (aside from that, he is just as human and fallible as the rest of us). He does not have athority to change anything since Jesus himself created it.
