stretch everyday and then kneel on your back leg with your front leg out in front of you straight. then slide you're front foot forwards. box splits: jump onto your feet with them out to each side and then slide down. kneel on your elbows and don't let your bum stick out so if it does push it forwards. also make sure your knees are straight. when you can get right down into box splits putyour arms out to the sides and your belly on the floor. stretches such as touching toes with legs together and straight will help improve your flexibility. you can do this satdown or stood up or both.
The only way to do a split well you have to be flexible or in gymnastics.
Some stretches are stratle, pike, right split, left split, middle split, and bridge.

I'd say that demonstrating a split would be a modest prerequisite. Simply knowing how to do one is probably not enough.

To answer your question, there is more than one routine for level 3 gymnastics in Aus. For starters, there is 3A, 3B and 3C routines for all apparatus. And there are four apparatus - floor, beam, bars and vault. (And with these I have assumed you are talking about WAG, Women's Artistic Gymnastics). Sorry for not being able to help.
