You don't dock a puppys tail, it's illegal and cruel. And it's animal cruelty to remove its claws
It is best to have all this done at a very young age, like around day 2. But It is never too late to remove dewclaws. But personaly, I have a puppy with dew claws and I do not want to take them out. But if your puppy will be digging, going through bushes, climbing or any other activities that could rip off their dew claws, then it would be beter to remove them. ( but they would be in pain when you do ) After day 2 it is too late to dock your dogs tail.
You really shouldn't "dock" or cut a dog's tail off. But as far as natural length goes, it depends on the breeds.

I cut my doberman's tail when she was a few weeks old, but you should do it between 4 and 7 days for the least trauma and no anesthetic to be necessary. My rotweiller got his cut then, and it was quite easy. Treatment time was short, and he was happy as ever.
the dock is the tail... the hair is the tail the soild bit its attched to (which is quite short) is the dock.
I used neo sporin ointment on my puppy's tail when I got her because the breeder was too cheap or ignorant to have a vet dock her tail and it healed OK.

Yes, 3 weeks is too old to dock a puppy's tail. Normally this procedure is done between the ages of 2-5 days old. You can have it done at 3 weeks but now it will be a major surgery where the puppy will have to be sedated and the tail docked and sutures put in. It will cost a lot more too.
A Shorkie adults tail only gets cut when it is frightened. A puppy does not.
Malta is a country that is located in southern Europe. It has not signed the European Convention for the Protection of Pet Animals treaty however which makes it illegal to dock a dogs tail. It is therefore legal to dock a rotty tail there.
