Like all people, guys are afraid of rejection. Why don't you try asking him out instead? Most guys dig that and it really makes you stand out. He'll feel special because you were so interested in him that you stepped up.
I agree, don't wait for him - if you really like him then ask him if he'd like to get a cup of coffee or something like that. I wouldn't ask for a dinner date at first, something simple. Something that friends might do.. then see how that goes. GOOD LUCK! And report back to us : )
