You first need some criteria to evaluate against. You cannot rate performance unless you have a solid basis for comparison.
Once the standards are set, members of staff should be aware of what they are and exactly what they are required to do in order to reach and maintain those standards.
Only then can you fairly and accurate evaluate performance.
