You have to do sidequests for those digi-elves or w/e they're called to unlock digivolutions(mega and ultimate level). Champion level digivolutions do not exist in this game. Also as a side note, I would recommend looking at a guide and figuring out which digivolution you would want to get first because when you digivolve into something else, that new Digimon starts off at level 1. If you dont like your new digivolution you could always go back to veemon and he'll stay at the level you left him with.
You go on the menu, you click digimon, you click the individual digimon you want to select, you then click the digivolve button to see if you have the right stats to digivolve, if you do, you click the next stage of the digimon and then you've digivolved.
treat your champion very attentively as the pattern of care will not affect (ultimate) digivolution anymore at this stage
then, never fight 4 battles or more in a row, always seperate about half an hour at least between each batch of 3 battles, and always keep energy bar high (feed vitamin)
try to use sleep light on/off as call increment method and not starve your digimon (no heart) too much
last but not least, fight at least 35 battles total in rookie & champion stage, victory percentage of around 50% will do
Digimon are able to digivolve at every 10 levels. At 11 they can turn into a Champion, at 21 they can become an Ultimate and at 31 they reach their final Mega stage.
However, it does not happen automatically. In order to trigger an evolution go to the Digivolve Lab and select a Digimon that is able to evolve.

Yes, Tankmon can digivolve to Gigadramon as part of Digimon Story Lost Evolution but it cannot then digivolve to Gundramon and it needs to be BlackAgumon before it can digivolve to Gigadramon, in Digimon Adventure 02: Tag Tamers it can digivolve to Kokuwamon and in the Digimon World 2 game Tankmon is capable of digivolving to Candlemon and thhen it can digivolve into either Tinmon or SkullMeramon, in Digimon World Dawn and Digimon World Dusk Tankmon ca digivolve to ToyAgumon and then it can advance further to MetalMamemon.
