After you defeat Dialga, you'll be required to beat Wigglytuff and all of the members of the guild. Once you beat them, a spring will be unlocked for you to visit. You can evolve Pokemon here.

No. The main storyline doesn't end until after you beat Dialga. After that, there's a subplot that reveals what happened to you and why you and your partner can't evolve. That plotline ends after you beat Darkrai. As a side note, you can't evolve until you recruit Palkia and unlock Marine Resort.
