Insurance Records of previous vehicle owner
Insurance Records are protected under State and Federal Privacy laws. There is no legitimate legal reason for a person to want to obtain the "insurance records" of a previous owner. The attempt to do so would consitute an invasion of that persons privacy rights.
Any coverage or compensation paid to a previous owner would not extend to the new owner as the new owner did not have a financial interest in the property (vehicle) prior to the purchasing of it.
The previous insurers obligations was to the previous insured owner and those obligations ceased when the policy expired, terminated or when the vehicle was sold to another individual.
If you are interested in the vehicle history, accidents, previous damage or repairs and such, this can be obtained through Car Fax and other online services.

If you know the owner of the vehicle than you can probably order a CLUE report on them from ChoicePoint. Otherwise, CARFAX will usually list what accidents it has been in.
-All claims are reported to what is called a CLUE report. An insurance agent has access to this(for free!!). If you know who the owner was, the agent is able to look up the previous owner using their personal data and see what insurance company they are insured with, the policy #'s. their levels of liabilility, their VINs and all claims on the cars from whatever company they were with at any point in time.
If you as the client does not know the previous owner's name, we can run a license plate history which tells the previous owner. From that we can use the information to run the CLUE report.
Again, there is no real reason to get the insurance info. Once the title is transfered the policy is no good to the new owner.
