This can be solved by simultaneous equations:
First off number of geese is x, number of horses is y.
Therefore x + y is 28
Now geese have 2 legs, horses have 4. We know all of the legs have to equal 78. So: 2x + 4y=78
so if we multiply the top equation by -2 we get
-2x -2y = -56
Combining both equations you get 2y = 22, i.e. y=11 horses
So then you have 28-11 or 17 geese
