your going to have to take it to a mechanic. mine just recently broke and its because the handle had actually broken from the inside so they had to get all new parts for it. it sucked because for some reason my car window got stuck halfway down and you couldn't get it back up, so people were easily able to break into my car!

Do NOT pour hot water on a frozen car door, your window will definitely not make it! Cold window in frozen car door+hot water=broken window. Try taking your ice scraper and actually prying the door along the seal to get it to pop open.

No. It's not your window. You are a tenant and there fore you do not own the home just the contents. You cannot insure something that you don't own. The landlord will have to fix the broken window unless you broke it and in that case you will have to fix it yourself.
