This really depends on the situation. The usual cause is a burned out motor or if its working just having suction problems it may need a good cleaning. People forget that just because it is a cleaning tool, doesn't mean it also cleans itself. It is common to see house-hold vacuums and carpet cleaners simply clogged with debris.

I would say first check the power supply, change outlets and wiggle parts of the chord to see if it is simply an electrical problems.

Then find someone who knows motors, take it apart, and have them check it. Make sure its a friend because it will be cheaper to replace the entire vacuum than to have someone rebuild the motor. This could run you $200-$800 depending on where you go.

If the vacuum cleaner motor works but builds up too little suction on floor, then always examine the floor nozzle. If you accidentally sucked up wet dirt or water (e.g. on kitchen floor), the humidity can make dust clot inside the nozzle and turn into a kind of grey papier mache. Scratch this congestion out with with a screw driver or old knife, so the nozzle will work like new again. (If the congestion is near the nozzle front, turn the cleaner on while you poke, so the debris will be sucked up instead of falling out on your carpet.) Also avoid sucking up objects like leaves, paper or plastic bags. Inside the vacuum cleaner bag they will block the air flow and make it perform poorly even when the bag is not full. So always take flat foreign objects out of the bag when you accidentally sucked them up.
