To get Devil Jin, all you have to do is beat the Devil Within minigame once. OR you can beat Story Mode 9 times to unlock Heihachi Mishima, and then you have 2 options:

1. Fight in 200 fights in Story, Arcade or Time Attack Mode

2. Continue beating Story Mode with characters you haven't yet, and when you got 5-6 more characters left, Devil Jin will be magically unlocked.
