After winning the gym in Mossdeep, go to the Space Center and defeat Team Magma. Steven is helping you in your last battle. He will give you dive if you win.

I think first you have to beat Liza and Tate, the Mossdeep Gym Leaders. Then, you go to the Mossdeep Space Center, and beat up all the Team Aqua/Magma Grunts. On the second floor (I think), you will see Steven there. Beat all the Team Aqua/Magma Grunts to get to him, then talk to him. He will join you in a double battle against the leader (I think). Once you beat all the guys in there, Steven will leave. Go to his house and talk to him, and he will give you the HM Dive.
