To upgrade you need a person from another town to buy something at your town from tom nooks store. When it upgrades, Tom Nook will be on the first floor. Then Harriet(a hairstylist poodle) will be on the second floor. She will give you a little quiz to test you on what hair you should get. You answer the questions and she will give you a random hairdo. If you want a hairdo you know abput look it up as " What are the answers for Harriets Hair Quiz?"
