Go to one of the providers, such as Yahoo.com, Hotmail.com, Gmail.com, etc. and register for a free account. That is the easiest way. Then you give the address you signed up for to someone else, who uses their e-mail account to write you a message and send it to that address. You get it by logging into your account and reading new messages.
You can also sign up for a paid account at one of the same services, and your account is then stable (won't disappear if you don't sign in often enough) and you get other privileges and choices.
There are many e-mail providers. Use a search tool such as Google to look for e-mail services. You could ask your friends if they like their e-mail providers, and take their recommendations.
