An emergency U.S. passport may be issued by the Consulate General of the United States in Jerusalem, Israel. The Consulate may be notified of the need by telephone, mail, in person, fax or email. Its regular business hours are Monday through Friday, 8:00 a.m. until 4:30 p.m.
Telphone numbers to call during business hours are 02-630-4000 or
02-630-4186. Outside those hours, the emergency number is 02-622-7250.

Assuming that this question is about United States "ex felons" the tricky part is getting the US Passport, not visiting Israel. Some tips on getting a US Passport if you are a felon are at the following link. Once you have a passport, you can freely visit Israel without a VISA. European Union, British, and Canadian regulations may be different, but I would guess not by much. As for other regions, please ask specifically about that region. (Obviously, a citizen of a country that does not recognize Israel will be unable to acquire a passport to visit Israel regardless of being an ex-felon or upstanding citizen.)

No, you must apply for citizenship, take a test, and get sworn in as a citizen of the us. You are then no longer a citizen from whatever country you are from. Until you are a citizen I believe she would still need to use the passport from her country of origin.
