That is really difficult, Geico is decent at insuring new drivers.
Usually it is much cheaper to add a teen to the parents policy.

Most exhange students are not legally allowed to drive any motor vehicles... this inludes cars, jet skis, four wheeler, motorcycles or anything of that such.
