Catch and/or evolve all the Pokemon that are available within Sapphire and then trade with previous versions of Pokemen to get the rest. To make it easier look up and FAQ or a walkthough to find all the locations. Hope I helped

In order to get all pokemon available in pokemon Leaf Green, a large amount of steps must be taken, and a lot of time may be spent, and to be honest, some pokemon may be near impossible to get without the use of cheats. but anyway, here are some steps you can take to get most of what your asking for...

1. catch all available pokemon in that particular game, Yes including legendary pokemon.

you might have to trade with the other fire red game pak to get pokemon that are exclusively found in that game. for instance, leafgreen is crawling with vulpix, and a single growlithe is nowhere to be found, that's where fire red comes in handy, it will have a bunch of growlithe, but no vulpix, you'l have to trade to get it. there are multiple pokemon that do this.

2. sorry to say, that's not all, if you really wan't all available pokemon, you'll have to trade with BOTH Ruby and Sapphire games, and since both of these games also have the same pokemon qualities as fire red and leaf green, you'l have to trade with BOTH in order to get them all.note that pokemon Emerald may also be used for this method. and yes, that's including legendary pokemon.

3. There are certain pokemon that only evolve through trade, like a haunter will only evolve if it's traded between any of the game paks, note that trading to the gamecube will also work.

4. another thing about gamecube, IF YOU REALLY WANT THEM ALL, you will have to include all available jhoto pokemon in pokemon Colosseum. note that all of them are not there, and catching them and purifying them is a challenge in itself. but once you get certain jhoto pokemon to your gba pak, you can breed certain pokemon to get pokemon that are not available in any gba game, for instance, i was able to breed a female furret and a male linoone to get a brand new sentret! with all of the training possibilities in tact. you'l have to learn more about egg groups to know what your doing.

5. now onto the hard part. if you've come this far, you've covered a large amount of ground, and for that you should get a cookie, because with the amount of time I've spent playing pokemon, i have not come anywhere near a national dex in any game. the final touches will need to be pokemon that are NEARLY IMPOSSIBLE to get now. these pokemon include...

-Mew - if you really want one you'l have to travel back in time and go to a pokemon event where they were giving out mews. it's either that or find someone who's even WILLING to trade mew. or of course track down a battery for your game pak, get to the mystery island that disappears and reappears at different times during the day, and solve a puzzle, followed by a mind blowing chase in a small patch of grass, where you actually chase a moving mew.

-Jirachi - there is hope, for the wish maker. In pokemon Colosseum, there was a bonus disk that GIVES you jirachi, but note that i've never used one myself, you can go to ebay and buy the bonus disk by itslelf.

-Celebi - as of this moment i have no clue where to find it, i have a friend who told me that you might be able to get it in a Japan version of one of the gba games. but other than that... no clue.

-Deoxys - There may also be hope for this one, if you replace the battery in the game pak, you can also find deoxys on the mystery island, but once again, i'm not to sure on the details.

unless of course you want to use GameShark... i don't use it. but know, you can't really trade them, since this is really illegitimate.

You cant legitimately get all 386 pokemon in Pokemon Emerald. You must trade from other versions or use a gameshark to cheat and get all pokemon.
