You can either start off by making your Sim fat when you create a family, or you can have them eat a bunch of food and never exercise. Or the quickest option, press ctrl shift c and enter:

boolprop testingCheatsEnabled true

then shift left click your sim and press

change fit...

then press

get fat

Voila your sim should now be fat!
